Asking for a promotion to a management position that doesn't exist

So update:

Its been about two months since I originally approached her. So I set up another meeting. I did not hear what I wanted.

First, she didn't even remember my initial proposal. Granted its been two months and we had the holidays, but I think that is something you don't forget. At first I brushed it off but the more I think about it, the more upset I get.

Second, because of our budget issues (even though e-com is doing great, our stores aren't) she said she doesn't even want to "plant the seeds" right now. I asked her when, and she said Q1 2017, which could mean either a month from now or six months from now.

I'm pretty down after the meeting, and not exactly sure where to go from here. My options:

  1. Find a new job- okay drastic and possibly painful but an option.
  2. Approach her again in a week- explain how important this is to me, how I was a little frustrated at her not remembering offer other options like giving me more responsibility (such as budgeting), and saying I'm going to talk with the upper management just about my interest.
  3. Wait it out, be frustrated, and take the chance in six months nothing has changed.

Thoughts?
