Biden backs free public university tuition in olive branch to progressives

You can't say that he's not in favor of universal healthcare, because he is. Everyone on the Democratic side wants to get to universal healthcare.

I'm sure he does, but that's not what his plan calls for. I don't think it's wrong for people to ask that Biden include universal healthcare as a part of his platform. For a Democratic candidate to be running on a platform in 2020 that doesn't include universal healthcare is without excuse.

But M4A simply won't be passed by any Congress in the foreseeable future.

Neither would free public university, but he just endorsed that. Not to mention, the College for All Act (the bill Biden specifically referenced in his endorsement) has less support in both the House and the Senate than the Medicare for All Act.
