Biden team considering legal options if Trump administration keeps stalling the transition

How can you stall something before it even begins? Nobody has been declared a winner. There was massive voting fraud in the still undecided states, GA, PA, AZ, NV, WI, MI which will lead to ballots being tossed out by SCOTUS, recounts and possibly new elections. Putting all that aside, you don't become president-elect until late December after the electoral college votes. It is the beginning of November. Electoral college doesn't meet for another month. If and ONLY if you win the electoral college are you the 'president-elect' which can change if SCOTUS later rules it was an invalid vote because of voter fraud. Inauguration day is when you are allowed legal access to offices and departments.
