No. Things happen fast in these videos because they have no impulse control. If they are that scared for their lives they have to hop out of a car and shoot 12 yr old Tamir Rice in six seconds or that's scared that they fire off 33 rounds scattered in an arc of ~170 degrees randomly against Michael Brown, then they are in the wrong job and shouldn't be allowed near guns. If they are sooo scared and filled with ptsd then they are not competent enough for the job.

I'm not debating whether Brown was a threat as much as if you read the haphazard shooting in the coroner's report any sane person can see this cop was wildly untrained or incompetent at best.

Cops in other countries hang back assess and diffuse the situation. It's rare cases where milliseconds are needed to make a forced decision. The Vegas shootings would be one that would be warranted to shoot quick in order to prevent further loss of life but they waited because of threat of booby traps and the threat out the windows had momentarily stopped. If he had started shooting again, I'd hoped they would have rushed the room regardless.
