Also to answer your questions, yes most definitely go with Liquid Cooling over Air cooling. Overclocking is benefited far more when you are liquid cooling your CPU compared to air cooling. The same thing applies to GPU. Mainly to the fact that temperatures drop far faster when liquid cooling when switching from load to idle. This will be more expensive though.
