I’ve had Workspace since the legacy days when it was free (still have one) and currently running a paid workspace business account - it doesn’t block YouTube unless you disable YouTube access for users via the app policy within settings. Something must have gone wrong or was set up incorrectly when you were using it. By default all Google primary services are enabled for each user created.
With that said, it does block some services from being a part of a family YouTube premium account but the core service works as you can pay for an individual YT premium which I do.
Not sure what the 60 days you mentioned, or the $100 USD. The payment plans are monthly cost month to month, depending on plan. Mine is around $15.60 CAD/user per month.
