Can you still get a job and immigrate to Germany without being fluent in German or is being fluent in the German language a requirement?

You can. I moved to Germany with a quite bad german one year ago (I officially have a b2... But didn't speaked a word of German for 10 years... ). Officially I don't need to speak german as all of my collegues speak english.

Ok but to find an appartement, pay your bills, deal with your bank, doctor, etc... Well you need german because many peoples don't speak a word of english (I mean my landlord don't even speak german...). You want to meet peoples ? Yes ok, but without speaking german it will be difficult. And one day (in my case it was on my second work day) you can even face a person you are suppose to work with/ buy something from... And don't speak a word of english.

But don't be afraid, even if you are not fluent, as soon as you make the effort to speak, peoples usually use a simple language to help you to understand( Not everybody, because you know, you have nice and not so nice peoples everywhere) .
