Canada to ratify Paris climate deal while still working on national plan - Politics

Prime Minister Justin Trudeau [will meet] the premiers for a promised first ministers meeting on a climate plan that's been under discussion for months

the premiers... agreed to a negotiation process on a suite of climate policies

Four working groups on policy options are expected to file final reports soon

the provinces effectively signed on to Paris through the Vancouver Declaration

Federal Environment Minister... who has been... in quiet deliberations [all summer], is to meet her provincial and territorial counterparts Oct. 3 in Montreal to discuss the working group options

The government is taking action. They aren't simply making promises and then doing nothing. Their efforts haven't come to fruition yet, and we should certainly help them avoid the mistakes of the past by continuing to pressure them and remind them of past failures, but a repeat of those failures are not a foregone conclusion, and ratifying the agreement puts more weight on the provinces to fulfill their own promises.

I'm not arguing that we're prepared to deliver a finished plan, but to suggest that nothing is happening, and to take a dismissive stance on existing efforts, doesn't do anything but generate apathy.
