Choosing a Home Base.

Your home base is going to move around with your corp and alliance. Figure out where the folks you enjoy hanging out the most are based, and set up with them. If you're a part of a SIG that tends to operate in a particular constellation, and you enjoy hanging out with them more than others, make that area your base. If you like to huff gas, make a gas constellation your base.

Of course, always have a cache of doctrine ships and a jump clone there, but beyond that, there's nothing wrong with having a few ships and jump clones scattered around. You may not have a single "home base" at that point, but it's also significantly more difficult to lock you down in case any hostiles show up.

The biggest thing is to probably check with the corp you're in. They might have recommendations for what places would be good to set up shop, and which would be bad locations (a pipe system in nullsec, for instance).

Going a bit further than simply the corp or alliance you're with, or the type of space you're in, I would advise creating a permanent base in a location you enjoy in highsec. This base would be someplace near where you can mission or run anoms (for emergency situations where absolutely everything else has gone to Hell for you), where you have a small cache of ships and mods, probably a PLEX or two (if you opt to keep them available) for an emergency where you need to reactivate your account (via Hours for PLEX), nearby corps you can create jumpclones with (if you have the standings), where you redeem special items to if you don't plan on simply selling them, and basically use it as a sort of "emergency escape plan" in case you ever want or need to get out of your current location ASAP.

A base like this should probably also be in a quiet system, where it's going to be obvious when people come and go, and which are sticking around, and you can figure out in a short amount of time if somebody might be a potential risk.

Some people will make a base like this in the trade hubs, but that would run into the issue where you're liable to be camped in if you find yourself in a war (always have instant docks and undocks, multiple tacticals and perches, and at least five or six good safe spots).

Personally, I find dead-end systems with a single station in them are the best option for this type of emergency base, as it's generally quiet, and it's easy to tell who is in space and who is docked up.
