The companies, and the state owened enterprises before them, had been paid in funds the state controlled the distribution of for 40 years.

There were in effect 2 types of rubles. Ones which could be given to employees as payroll, and others which could only be exchanged with other companies and would never turn into personal consumption. During perestroika, that was undone, causing massive inflation as industrial money flowed out.

Their incentives and quality had been shocking for 40 years

Again, in the 60s 10-15% of total industrial effort went towards repairs, by the 80s it hit over 40%.

And various criminal elements had been gaining power for 40 years.

They entered the legal economy in the late 80s due to reforms.

But they didn't. It wasn't an issue people cared about. It was a sideshow.
