Cherrypick a statistic, write a sensetionalist opinion piece, say your country has one of the world's worst rates of SOMETHING per SOMETHING and that's it. From the very beginning, it was nothing but fearmongering. Blatant propaganda with no substance. Just report on the worst statistic while ignoring everything else and form a narrative around it.
