Yes, there are definitely issues with the dealers you have dealt with, but there a whole more “this is totally to normal and totally to be expected” than not in your post.

What indication do you have that the dealer broke your brake line and messed with your TPM? For what it’s worth, I change my tires every season, it’s not uncommon to have issues with TPM’s needing to be re-paired more than once.
