Try launching the launcher without steam, SteamApps\common\Zenimax Online\The Elder Scrolls Online\game\client. Also/or try running steam as admin, if your eso64.exe somehow got marked as admin steam might be unable to properly run it. Also perhaps try switched to the 32 bit version (i think steam gives you an option at launch? otherwise you can rename/move exes).

All that failing, I'd start to suspect either some critical software issue on your PC or even possibly corrupt RAM/HDD corrupting the files.

If the website login issues also persist for you, as it might just be a temporary outtage as game demand is high right now, then I'd definitely start to suspect something weird is going on.

If you can, test things on another PC or a friends PC. Try to eliminate variables, me or servers, etc.
