“Managing the cap” is not really something he’s done. All he’s done is restructure contracts and kick the can down the road. This works temporarily, but eventually the bill comes due. People will say it works because the cap always goes up, but you still hurt yourself in those future years because then you can participate in free agency.

There are more than 32 people in the world that can manage the cap, but there are less than 10 people in the NFL that have the ability to identify talent and use their resources to draft good to great talent.

From listening to the team podcasts, Howie has done a good job of developing relationships with other GMs and agents, but he (or his team) hasn’t/haven’t proven they can identify talent. They haven’t drafted a single Pro Bowl caliber player in the last 3 years. Carson has HOF level talent, but that appeared to be a Doug/Frank R/John D/Jeff Lurie decision.
