Yes, socioeconomic conditions are the absolute biggest driver of criminality. Totally agree. The same hot areas of crime pop up in overwhelming majority white areas, in sections where the poorer people live. African Americans are statically more likely to have less opportunity and financial resources, for a variety of reasons, one of which is historical, actual systemic racism.

However there are large portions of white America that live in poverty and squalor without education also. I don't have the statistics but I would bet that at least 13% of the white population lives in these conditions.

And we're talking about ARRESTS, of known suspects for committing MURDERS and NON NEGLIGENT MANSLAUGHTER. Not weed enforcement, gtfo here with trying to pin that insane discrepancy on over enforcement.
