If you can afford a 1050Ti, get it over the 460. It offers better performance. Also, you don't need a CPU cooler. The stock Intel cooler than comes with the i3 will do just fine. Your case is an ATX mid-tower case, while your motherboard's form factor is Micro ATX. This will work, but the case is unnecessarily large.

Unfortunately, for $500 it's very difficult to make a good investment. The parts which offer the best price/performance are just a bit over your price range: a 470 will cost around $160 on sale, and an i5 processor around $170. A decent SSD will be another $65.

If you can, I strongly encourage you to save up even another $100 so you can afford more powerful components. You will not regret it.

I've given you an SSD instead of a HDD. This will give you faster boot and application launch times. You can buy and install an HDD at your convenience at a later time. I've also given you a 1050Ti instead of the RX 460, and chosen a cheaper, smaller case to make this all fit the budget.
