We have payout limits that affect the premium cost. There is a legal minimum but most policies do not cover an exotic sports car. Our minimum is known as "liability only" which covers $30k per person and $60k per incident on the other driver only. These limits are for everything involved too, not just the cost of the car, so if property gets destroyed as well or injuries happen you can see where this spirals out of control and the legal minimum is really just pathetic. Whatever it doesn't cover the other driver can sue you for (remember our poor health costs).

There's a saying that goes "the cheapest insurance is the most expensive" because of that.

It's only been recently that a few companies have begun adding policies with limits as high as $1,000,000 and its still expensive and hard to find. I'm also very confident that if banks weren't involved in car ownership so much, our auto policies probably wouldn't even cover body damage just like our pathetic dental policies.

Most policies have negligence clauses, too, that mean if the insurance gets wind of someone behaving a certain way that causes an accident, they can deny all coverage which would have applied in OP's video if someone rammed those cars out of rage.
