Foreigners dumping trash in the surf at Newport Beach

I went down to Newport Beach last week to watch the sunset and two obese foreigners had a fruit shrine(?) that they set up on the edge of the sand at the waterline. I walked towards the water to hop in and saw that their art(?) had washed into the water and was now crashing in the waves on the jetty. There was multiple thick plastic buckets and the flowers had aluminum foil and ribbons wrapped around them. And the fruits weren't small grapes and blueberries, they were watermelons, bananas, cantelopes, pineapples, and mangos, etc. I jumped to help them grab it before it washed away but they stopped me. They wanted it to be washed into the ocean, though they spoke no English. I was trying to tell them, "this is trash, it shouldn't go in the ocean, it's bad for the water and the animals, and it's not good to dump trash in the ocean" as clearly and kindly and slowly as I could, but they insisted and seemed mad that I would try to prevent them from dumping their trashy shrine, plastic and metals included, into the ocean.

Eventually I walked away and splashed around in the water, determined to enjoy the sunset. When I came back they had another one and had set it in the same spot, now with a higher tide, and unsurprisingly (for anyone that has a brain) it was also being washed across the sand and into the water by the high tide. Multiple people tried to offer their kindness and help them gather the buckets and ribbons that were getting pulled into the water, but they were angrily shooing people off. They finished the sunset by throwing all their trash into the ocean, to the disappointment of about a dozen onlookers.

The whole thing was extremely trashy and quite frustrating, to say the least.
