GA- Dog got out of our backyard and now we need legal advice over a potentially false accusation

Not trying to play the victim honestly. I've been frustrated to the point of bordering on putting this dog on CL or dropping him off at a vet and letting them deal with it. I've only kept him in the house because of my wife and kids love him. The fence thing is something ive been working on for years. My frustration in this instance is that we're about to spent 1k-2k on qurantining our dog. plus ticket prices. again, the ticket for restraint? i wont find that, im lucky we havent had 20 tickets on that because of this fucking dumb shit dog. my issue is with the biting ticket and issue. because again, our dog has never bit anyone. my wife has a wiener dog who is a rescue dog, he bit at this big dog 4 or 5 times and this dog is so nice he didnt even fight bike. im not saying its impossible, dogs are animals and animals have breaking points, but this russian guy claimed he attacked kids even though when my wife showed up to pick the dog up the dog was in the front yard across the street playing with....guess who....kids. The kid who called me said the dog was a nice dog. So sure, it could have happened, but the way this russian fuck went about it, with threatening my wife, following her, saying kids were scared when the kids were playing with said dog?
