The game has a penalty for high contact because contact to the head is dangerous for the receiving player. If you create a situation where you end up hitting someone in the head, you receive a punishment (free against you) to encourage you to avoid that action in the future.

So logically, if you create a situation where someone else hits you in the head because of your actions and not theirs, you should be the one receiving a penalty. You're responsible for creating a dangerous situation, it just happens that the victim is yourself.

I'm all for post-game reviews looking at all high contact incidents, picking out players who are intentionally getting themselves whacked in the head and handing out fines and suspensions. It's very difficult for the umpires to judge in real time and I reckon it'd be unfair to expect them to police this in all but the most egregious situations, but a video review board will be able to pick out a fair number of cases and get players on the path to cutting this out of the game.
