I used to be a cop. There was a dude who called in a lot, claiming to be a targeted individual. He wouldn't hesitate to tell you he was schizophrenic and he made pretty generic claims like today red cars were following him. He would deny any help and would get violent if you tried to force him to the hospital. He wasn't breaking any laws, he called into the nonemergency line and never excessively. The general consensus was just give him a phone call and say you'll be keeping an eye on him and that'll shut him up for a few days..

Well one day after getting that case and telling him what he wanted to hear, I decided to sit outside his house just to make him feel better that he could see a cop there. He told me that day it was men on motorcycles... It was January in Utah and the weather wasn't great so it seemed ridiculous.

I saw 6 different motorcycles drive by his house, each one pausing as they did.

I've never been able to make out what it all meant, but it was weird for the area and weather. It always kinda bothered me.
