Driver more than likely knows the hours the store is open. If not, it's probably posted on the door/window.
Technically speaking, this tag should only be placed if the delivery was attempted during business hours and no one was in to receive. (Unless it is a First Overnight package, but even then it needs to be attempted during business hours.)
Business deliveries for FedEx Express require 2 attempts.
Tag does not show who the recipient is. It being blank leads one to believe the delivery for the store it self. More than likely the delivery itself was not to the UPS store itself, but a mailbox holder inside the store.
