That's a bullshit analogy. If you are selling say 5mbit connection to 100 people you have to be ready to deliver 500mbit connection when needed. Instead ISPs did some math and decided to bet on total customer base not needing anything above 100mbit capacity. Then Netflix(youtube, twitch and whatnot) came and suddenly users started to use that capacity.

It's not Netflix crowding the roads, it's the fucking ISPs, instead of investing in infrastructure, spending all their effort and money on bribes lobbying and mergers to ensure customers has no other chance than paying them for shit services. If it weren't google and their infinite pockets (http://time.com/money/3820109/google-fiber-has-internet-providers-scrambling-to-improve-their-service/) most people would still be getting that shit service.

And that's what's happening in the "land of freedom and liberty". On the other side of the coin say Turkey is throttling youtube, twitter and facebook whenever they want to block their public from getting the news.
