HELP!!! I just bought a lemon. How much will it cost to restore a 79’ Yamaha XS1100 special?

Ok so it doesn’t sound ideal but none of those taken by themselves sound like too big a deal. Make a list and start tackling things one at a time. Tires are probably the biggest safety issue. Look up the tires online to get a price, might be a hundred each or so. Speedo not working coins be a cable broken, check it. Cable shouldn’t be much. Fork boots are cheap, seals and oil for the front end could be done at the same time. Wondering if the gas cap just needs a new seal or o ring. Check the tail light bulb or figure out if it’s a fuse or wiring was cut. Look for used blinkers or buy inexpensive ones. You’ll save a lot of money learning to work on these things yourself rather than pay a shop, but that’s always your backup plan if you can’t figure something out. None of this sounds too bad to me for an old bike.
