Heroes with high mobility shouldn’t have high damage.

In general I agree but it's character dependent. To take the tanks for example, Winston and Dva are the only tanks that can reliably contest high ground and also have the best sustain ultimates in the game with each one having basically a second life. Dva is certainly the oddball here, she's been in a weird place since the game started. With Winston having great cleave but no burst he seems well balanced even if popular but Dva having great burst and mobility makes her a critical part of almost any comp, even the quad tank lineups in OWL are using Dva even though she's theoretically not a static tank. Just my opinion but tracer is kind of separate from these other high mobility heroes. The damage+mobility trade-off is a little less relevant since she's the squishiest character in the game. You're really overexaggerating the lopsidedness of the 76+tracer interaction, 76 1v1 can wreck tracer he basically one shot her with the melee combo not to mention most teams at high level are running zen and lucio in their backlines with 76, any of which is hell for a tracer to try to 1v1 before a tank can peel.
