i see why you would think this way, after all having overwhelmingly negative feelings toward an agency whose track record goes from bad to worse is normal.

but appart from venting frustration, which is a legitimate reason to express those opinions, i don't feel like straight-up hodtility toward a government body that has power over you is the right way to go about making changes for the better.
