[Honda] As part of our PU strategy for the season, we are introducing new PUs for the two Red BullRacing drivers at this event. This gives us greater flexibility in terms of PU management. The new PUs are the same specification as the ones coming out

This year they will run them hotter and change them out more often. The plan is hoping to force Mercedes to have to turn their engine up and force any of the reliability issues seen in winter testing to come out.

People will laugh at that notion, but they are quick to forget winter testing, or even the fragile sensors in the first race. All the Mercs but Hamilton are getting new MGU-K units this weekend, Hamilton got a new one last weekend, because of fears about the reliability of that part of their car.

Mercedes traded reliability for speed over the winter break. They've been able to race with their engine turned down, though, meaning the reliability hasn't been much of an issue. Merc will probably take new engines in Spa because of needing to turn the engines up for Monza.

You'll be making a lot of use of that same big brain take on the Honda engines, and I'm sure you'll love repeating it even though I've just explained to you why they're actually doing it.

Last year was not about speed upgrades, btw, it was about rapidly testing the new iterations of the engine for developing it.
