how to lose and maintain weight without changing diet or excercise

You want to eat the cookie but still have it. You can't do that. You don't need to go on a diet to lose weight. I've lost 55 lbs in 10 months and never been on a diet. Cut down or eliminate unnecessary junk food from your normal diet. Eat wholegrain pasta instead of regular pasta (I thought it would taste like crap, but imo it tastes just as good as regular pasta). It's ok to cheat sometimes but try your best to cheat only 1-2 times a week or small amounts every day. Eat less. It's easy to overeat. I have to go hungry sometimes, but I'm getting a bit used to it now. I have a bad self-control, but If I can do it, you can probably to it as well. Don't drink your calories. I don't drink milk or juice anymore. Milk do have good nutrients but for me it will only bring empty calories. Drink water instead, if you really want a soda go for a diet one (not good either but I do that currently).

You say you don't like exercising. You can't enjoy everything in life. But man, just go for a walk at least for 30-60 minutes sometimes a week can't be that bad? And isn't it any exercise that you enjoy doing? Well, if this is still a problem, try to exercise small amounts in your daily life. If you take the buss from school/work, jump off a bus stop earlier and walk the rest. Take a short walk for 5-10 minutes during a break. Clean up your room or apartment/house (vaccum cleaning, take out trash, clean the floor etc). Dance like a moron to music, I do that and it's quite awesome. Exercise doesn't have to be something ultra hardcore to do you any good. Any exercise is good for you.

You don't like people mocking you, neither do I (one of the reasons I am losing weight). You want it to stop, but you don't want to work for it. The world doesn't work like that. Respect is earnt, not given.
