How viable is echo sabre on jug?

I was actually going to make this thread and then I saw this one from yesterday. Jugg is my most played hero with about 90 games and this item popped into my head. Most of my games are battlefury games because 2k games rarely end early, but when I don't get a bf, I usually get an SnY after aquila for an early fighting build. I thought of the echo sabre as a budget SnY. Near the same stats besides agility, offset by 10 attack speed and 15 damage, mana regen, and 100% ms slow every 5s which could help secure kills. It's 1450 gold cheaper than an SnY, so you're now ~800 gold from a blink or a diffusal. The point of this build is to be cost effective and come online early as possible, I think it could be viable for ending the game before 30 mins.

There seems to be a stigma that Jugg is a late game carry but I disagree. I've been out carried past 40 mins plenty of times. Jugg is a very viable carry at all stages of the game, he just doesn't really excel at anything. In my experience he's very momentum based and needs to snowball to be most effective. He's not like AM where you can farm your way out of a lost early-mid game, at least not as easily.
