If you are ever in a situation where you have to apologize. Give one heartfelt apology and move on. Repeatedly apologizing will only make it worse.

Wish my boss could see this. I received 4 apologies in our 4 last one-to-ones (that's over a year period). We were reviewing my position and performance at work. From what he says, I do a great job, he's very happy with me and keeps giving me more responsibilities. BUT he screwed up and promised me salary increases that didn't/will not happen. I finally got one in writings that is coming in effect next year, but is 6 months late. And we had agreed verbally on another one with a change of job title and more responsibilities, but this one is off the table since I'm insisting on getting everything in writings (that's job title + job description + how much + when) I could have taken the job, but with no guarantee of salary increase and without knowing what level it would be. So we keep having these meetings, and he keeps apologising about what a messy situation this is, but isn't doing anything to fix the situation. Make one feels undervalued and frustrated, especially since he was the one to bring up the salary increase in the first place.
