Impossible Puzzle

I actually had a very interesting encounter in a carnival. A dude had a stall with a game, where the ticket price was of 5 bucks. And what he did was he ensured 90% of times the person playing won an award, but the award amount was less than or equal to 5 bucks. He had a few items of 100 or 500 bucks, which he used as a marketing tactic.

So, essentially what he was doing, was selling goods to people while making them believe they had won those products. He basically purchased goods near expiry or what was unsaleable, and gave them out as " prizes". Everyone was happy with this arrangement, people were happy as they felt a sense of pride in winning those awards, and he was happy to effectively sell goods without really selling them. There was a huge quee in front of that game.
