John Kasich suggests women can avoid rape by forgoing drunken parties

I don't know. Think about the way this plays out. I mean, obviously, it's not fair on its face-- sure, men, you go ahead and go to parties, but women, you need to stay home and not do that, for your own safety. So that sucks. But it's also another really convenient way to blame the victim-- oh, well, you went to a party where there was alcohol, what did you think would happen? You should have known better, you put yourself in this situation.

And considering sexual assault is one of the most commonly perpetrated, but least punished, crimes in the world, it's sort of a weak comparison. If you're walking through a bad neighborhood and you're attacked or robbed, you can make a police report and maybe even get your stuff back-- regardless of whether or not you were intoxicated at the time. If you are sexually assaulted, if the circumstances don't fit what people think of as "acceptable" (sober, white, at home/out walking, by a stranger, etc.), it is very difficult to report it and to actually get anything done about it.

Also, police-- and the public-- rarely respond to muggings with skepticism ("Are you sure that's what happened? How do you know you didn't just give the person your wallet? I mean, haven't you always been pretty charitable? Do you really want to go forward with this considering the mugger says you just let them take your watch?") but they often do with reports of sexual assault.

To be clear, there's nothing wrong with common sense advice that applies to everybody, like "don't drink so much that you don't know what's going on" and "don't walk alone in unfamiliar places," but too often this kind of advice is given only to women as part of a laundry list of things they need to do in order to avoid being the victim of a crime that is perpetrated on them by someone else, and is often used to make them complicit in that crime later ("you didn't do numbers 3, 5, and 14 on the 20 Things to Do if You Don't Want to Get Raped list, so isn't this at least partially your fault?").
