I wouldnt say its just him as the minister. Government only been in a year, if they wanted to make big differences to kiwibuild the whole labour/nz forst would of had to pull finger and make big changes.

They didn’t though, and their at the whims of commercial/private builders and land prices which are dictated by market.

They’d have to really cut demand (immigration), or start many new builds (most wouldnt even be ready yet). Or start their own building firm instead of relying on contracters who of course would rather build more profotable homes.

Biggest mistake here i see is announcing a target deadline too soon to when they were elected, then can’t deliver it
