Just got a statement from health insurance saying I owe $11,644. Is there anything I can do?

The service provider may negotiate with you. Just tell them about the situation. They don't have to, though, and you're probably stuck with this.

At that point, you have a couple of options. You can work out a payment plan and try to get it paid. If that's completely impossible for you, you can let it roll to collections. Once it's in collections, they absolutely will negotiate with you, and you can pay it for a fraction of the full balance. This is a more feasible option now, because paid medical debt in collections doesn't impact your credit very much anymore. It will hurt your credit badly until it's paid, but once you pay it and close it, it won't.

That's what you're looking at. If you want to finance anything soon, you need to work out a payment plan.
