In context, the scripture you are referring to is more of a "when in Rome, do as the Romans do" sort of deal. If someone comes to the US and steals something, they would be disciplined according to US law. If I, as someone from the US, go to a third world country and steal something, they might cut my hand off. Same principle. This isn't talking about spreading the word of God, but rather how to handle outsiders when they disobey the law of the land, which is to say: exactly how you would treat them if they were a citizen.
