He didn't make a copy of his daughters private nude photos, then show the police and teachers, and get arrested for bringing it to their attention.

He took his daughters phone and gained authorised access to it and copied her private nude photos to his phone, then showed the photos on his phone to the police. The police investigated by examing the daughters phone and talking to her to make sure she took the photos voluntarily and shared them with her boyfriend consensually and had a reasonable expectation of privacy of her phones personal data. They concluded their investigation, found the daugter was not breaking any laws, and the father was the only one breaking laws in their investigation. Thus they ordered the father to erase the unauthorised copies of his daughters private photos, which was a crime itself, and the fact that she's nude makes it a much more serious crime of child pornography for anyone to possess them except her + the individual she consented to share the photos with. The father was unhappy with the police, and was angry the law allowed teenagers to show each other their naked bodies. So since the law wouldn't punish his daughter and stop her from being a sexual being, he attempted to punish her and stop her from being a sexual being himself as a moral vigilante of sorts. He refused to delete the copies of the photos, and even copied them from his phone into his USB thumb drive and into his computer. He then was in the process of attempting to publicly humiliate her by sending the photos to her school principal and her school teachers, which even if he managed to send the emails, in the best case scenario his plans only purpose was to ruin any chance she had at a healthy happy school life. Teachers and principals can't arrest her, even if she was breaking the law. They can't dictate his she spends her time outside of school. They can't prohibit her from purchasing and owning a cell phone - if she was taking+sending nudes during class then they could confiscate the phone and have the dad pick it up, but the dad could take his daughters phone by himself without needing a teacher as he demonstrated when he did take his daughters phone to snoop through it and copy her photos, so taking the dAughters phone wasn't enough for him clearly. The school can't prohibit her from going to a convenient store and purchasing a prepaid camera phone for $10. The school has literally no power in any aspect of this. He just wanted to humiliate her and ruin her school life enough that he hoped she would stop sending nudes out of fear of it becoming even worse. So she told the police and the police came and put a stop to this abusive, criminal behavior by the father.
