You're right but for the completely wrong reasons. You clearly have very little knowledge about electrical safety.

Phone chargers use isolated switch mode power supplies. This means the 220V from the mains is isolated from the phone (and from the user).

5V will not kill you while you're in the bath. Even with the lower resistivity of soapy water, it's unlikely you'll even feel it. In the extremely rare scenario of improper isolation of the charger, the mains will trip before injury (in this scenario).

What's likely happened here is that there was a faulty/fake charger being used without proper isolation and the safety standards in Serbia don't include electrical trips.

Any place without a trip, you shouldn't charge stuff in the bath just in case. in safer counties, use a reputable charger and the chances of death are extremely low.
