That's the general gist of it. The same tactics used by the Church of Scientology to discredit dissenters, which are the same tactics people like Harvey Weinstein employed against his victims, are the same tactics used to keep the crime going.

Sometimes people with fragile emotional states are targeted simply to muddy the waters. These poor folk make a public spectacle out of what's happening (e.g. "gangstalking" posters), which only makes it more difficult for the crimes to be taken seriously when reported.

People have attempted to report this. People end up suffering repeated break-ins the police refuse to investigate. People end up having never-ending investigations opened up against them as a means to facilitate harassment. People end up with pets on train tracks. People end up tormented to the point of suicide. The latter nearly happened to me. I was a call center worker, and my ex took out a 300k+ life insurance policy on me. Once it matured, the shit hit the fan.
