Real talk, OP, I was once near the same state your friend was in. I didn't have a plan, but I was at the edge of the cliff and felt I was running out of ground in front of me. I had every excuse in the book to not need help. No time, it was pointless, etc.

It wasn't until I hit my rock bottom moment that I finally got help. It was bad, but it woke me up, and I had enough clarity to realize no excuses were worth giving up over. She's coming up with excuses because seeing a therapist may be a personal failure for her, it may be terrifying for her, or it may seem useless to her. Please talk to her, and be gentle/understanding with her. I would avoid saying "you're looking for reasons to avoid it", but frame it as "other than your concerns about the licensing board, why are you avoiding it?" Give her open ended questions, so you can have a dialogue with one another. Let her know you are there without judgement, and only there out of concern.
