So I needed a Disabled parking space

Roughly it is a certain number of disability spaces, 1/6 of them van accessible width, and for the number of spaces their locations are determined by closest path to the entrances.

It would be local enforcement, not federal, and local isn’t going to piss on their tax-paying private business because of a temporary ADA issue, especially if FM usually goes overboard with the number of accessible spaces specifically for reasons like summer parking lot sales.

While I agree it looks pretty gnarly if you’re only looking at a title and a photography, it’s really more like an unfortunate lack of tact on the part of FM and a peanut gallery of internet folks that love to be judgy.
