The flag of Russia currently was not the same as the one under the Tsar. First there was one with the Tsar that was first the Black, yellow and white. The one used now was adopted before the last Tsar came to power (Nicholas II) and it has its roots from the Russian merchant marines, and it has roots on Pan-Slavic ideals more than monarchistic ones. So the Tsar had nothing to do with it, or its creation.

Taiwan is not a real country, so much so that even you call it Taiwan instead of what they call themselves, the Republic of China, and also their flag was the flag of the Republic of China in the mainland while Sun Yat-sen was president first, and Sun Yat-sen was no dictator.
