With the western release of Dragon Quest VIII the localization of games in English has been basically as you described. Plenty of accents, a lot of British English in general, puns galore, and many many cultural references (IIRC DQIV has a character that is supposed to be like Elivs Presley, doesn't it? xD) They also just write the characters very well. Everyone, even just NPCs, are written with such lively spirit and humor. Maybe I'm playing the wrong games, but most video games don't make me laugh. DQ on the other hand has had me burst out laughing on more than one occasion, and chuckling most of the remaining time. When compared to most other game localization in English, I can't think of anything that even comes close. So, in short, DQ localizations seem to rock!
