What's unbelievable is how you completely misinterpreted the comment.

He is not making excuses, he is making an incredibly important point, one from which we can learn how to prevent atrocities like this from happening again.

He is not excusing their behavior, he is pointing out that in order for someone to commit atrocities of this level, they have to dehumanize the victims. His point is that that it all starts with dehumanizing your enemies, this is where the real danger stems from.
