Foreign military experience does not count as "work" for immigration purposes in Canada. Your security and management might, depending on the job duties and if it was for at least a year within the last 10. But with so little experience and especially no education or work experience done in Canada you would very likely not be invited to apply for permanent residency.

It's possible you could be sponsored for a job and build from there towards PR. It's a tricky process on top of having to find an employer willing to go through it in the first place, but you might have some unique experience/skills you can use as a "selling point" (maybe to a private security company).
