To clarify, a PR application, in and on itself, doesn't give status in Canada (not even implied status). She would have implied status from the open work permit she can submit along with the inland application (under the Spouse or Common-law partner in Canada Class); and, of course, if the open work permit application gets approved, she'll received the open work permit in the mail and she would have status in Canada as a worker, while awaiting the decision on the PR/sponsorship application.

Her implied status (and later status as a worker when the owp gets issued) will come from the submission of the open work permit application that inland applicants are eligible for, and not from the existence of the PR application itself.
