The police in this game are the most poorly designed police I’ve ever played in a video game in my life and I’m not exaggerating.

Skyrim also maybe has a handful of quests that have the intensity of the first few missions in Cyberpunk 2077, because each quest has to be able to be completed by any character design.

They're different games, with different missions. CDPR makes extremely good story lines and quests. Skyrim makes extremely vast story lines and quests.

Also the Skyrim guards are not a great example, they do the same shtick every time, if they notice you they chase you down with a generic penalty which is pointless after some hours of gameplay. Just because they forcibly catch you doesn't make it "light years ahead" it makes it almost worst. When you go into a city with illusion 100 a guard shouldn't be able to find you upon entry. There's literally a meme for Oblivion about how bad the guards are.
