I know it is making a point for evil, but it seems like train systems run on a time schedule that is highly dependent on every other train schedule. Trains go both ways and have to be coordinated to use the same track, so it seems that you NEED the ability to demand everyone be there when they are supposed to. Plus there are many riders who are affected, not just your macaroni and cheese consumption.

I guess the answer is to always have more guys than you need, so you have floaters who are constantly filling for people that need time off. That would be the crux, is short-staffing. Without that, you have the manpower to cover rail workers for offtime and vacations.
