To my understanding, it's only for the top-tier, they think this book is going to be a hit authors. Alex Aster got to go on national news. I don't think I've ever heard Tasha Suri's name on the national news even though she's a pretty big deal in the Book community. You might be able to convince your local network to set up a spot with you, but that would be on you.

As for TikTok, you can look at Alex Aster and say that it works but a lot of aspiring authors claim that she is an outlier and should not be counted. Colleen Hoover is another author that got big because of TikTok. So, TikTok can help, but you have to hit the right chord and you have to write what BookTok wants to read, i.e. Song of Achilles and diverse Hunger Games. I am not on TikTok, so I don't know if it's purely geared towards YA, but I mostly hear about it in relation to YA. I will defer to actually agented authors and agents on the effectiveness of it as a whole for midlisters
