Are NRIs the schedules castes of America?

They are the opposite. Scheduled castes have reservations in everything, in schools, in jobs, in government. But Indians and all foreign ethnicities in the US have no reservations. Asian Americans in general are the most discriminated against for scholarships or admission to colleges, or affirmative action (US version of the reservations system).

This is because the Affirmative Action system is designed to help the poorest and least educated people, but people of foreign origin are not poor or less educated. Indian Americans are the most educated and highest income of all ethnicities in the US.

Did the Democratic party turn the minorities into a voting bloc

Indian Americans used to traditionally vote Republican because they lower the taxes on the rich, and Indian Americans are wealthy. Also because Republicans support sanskari values.

But in the last few elections, Indian Americans and all Asian Americans have turned sharply towards the Democrats. This is because of the racist Tea Party element of the Republican Party, which has grown stronger and more visible in the last 10-15 years.

In the 2012 election, 75% of Indian Americans voted for Obama and 25% for Romney. The 2016 numbers are not out yet, but probably even more Indian Americans voted for Hillary.
