But it is. There are no racist institutions left, only racist people. Institutions are dedicated to combating racism. I'd actually say that the only form of institutionalized racism is affirmative action. Which is not to say that it's easier to be black than white - though that's mostly because blacks are disproportionately poor and have thus landed in a vicious cycle.

And there's a lot involved there that people don't really like to acknowledge or discuss, such as the impact of the welfare state and the dramatic increase of single parent families and children born out of committed relationships. While whites in this predicament increased more relative to before (since 1960, around 7x more, while for blacks it increased about 2-3x), black children are still 2-3x more likely than whites to be in single parent households (it was something like over 70% for black children, and around 30% for white children), and single parent households led by women (which are consistently in lower paying or lower hour jobs).

Children raised in single parent households are also statistically more likely to have behavioral disorders, to end up in prison, drop out of high school, and become teenage parents, all helping to perpetual the cycles of poverty and crime.

A lot of the problem isn't racism, or isn't simply racism, but that you basically have people having children they cannot support, or having children and not supporting them. If it was simply racism, then a black, educated couple would be consistently or significantly worse off than a white couple, and that isn't the case. These issues affect whites and blacks fairly equally, it's just more common among blacks, and so the problem is perceived as far worse. Among non white demographics that emphasize education and a more stable family structure (such as Asian groups) there are significantly lower occurrences of poverty, crime, etc, and Asian groups are hardly free from racism and discrimination themselves, and yet some groups outperform whites.

Basically, a bigger problem than simply race relations is to get people, no matter the race or cultural background, to not have children they can't afford or won't support, and first put a focus on education and creating a proper environment to have children. As a society too, we also put far too much of an emphasis on marriage and children. We celebrate both at the beginning, not when they've succeeded. You can see this all the time, where couples had children but were outright or highly likely not really on board with it. They had children because that's what you do (not that they hate children or that nonsense, but they didn't really want children, but never considered not having them).

The issue though with telling people to wait, at least when in low income, is that it simply get interpreted as "stop poor people from breeding" and even crosses into being nonsensically suggestive of eugenics, which is hyperbolic at least. When you look at the data for incomes, families, etc, what it's really about is just waiting. Finishing high school alone will improve your odds for better wages. Getting even a diploma at a community college or learning a trade can further increase your financial stability. Establishing a committed relationship before having children helps ensure both parents will be around, and also secures a two-income household.

These are very, very basic things that should be common sense. It doesn't mean don't have children, but could be summarized as just putting a family off a few years until you can properly support it. And of course, not having more kids than you can afford. If you can only afford one, keep to one, or two instead of three. Like anything, live within your means, and do what you can to improve your odds for success in whatever context.

Lack of education, too many children, and unstable families. These are the problems, and they affect all races, and the solutions help all races.
